Next, Grouping ADCs into Regions to Bypass USPS

-Approximately 10 ADCs in each of 10 USA regions
-A regional warehouse does quintuple duty as distributor:
1) to and from all other regions of the country
2) to and from all ADC's within its region
3) to and from all local districts within its area
4) to and from all stores within its local urban districts
5) to the local USPS ADC of all books sent directly to customers within its area
-Each region borders some other regions but not others
-A fleet of drivers rendezvous with areas within the region as well as those of adjacent regions daily
-Books sold from area districts within each region are distributed to destination areas within the region
-Books being distributed to non-adjacent regions are sent and received by contract air cargo daily
